The Bureau of Indian Standards (BIS) is the statutory body under the Ministry of Consumer Affairs, Food & Public Distribution that oversees product safety and quality compliance across India.
Under the Compulsory Registration Scheme (CRS), notified under Scheme-II of the BIS (Conformity Assessment) Regulations 2018 in collaboration with the Ministry of Electronics & Information Technology (MeitY), manufacturers of notified electronic and information technology goods are mandated to obtain registration prior to selling, importing, or distributing products in the Indian market.
Upon successful compliance and lab testing verification, BIS grants a unique Registration Number (R-Number) allowing the manufacturer to affix the BIS Standard CRS Mark on the registered products and packaging.
Both Domestic Manufacturers in India and Foreign Manufacturers located overseas must obtain this registration for each manufacturing location. For overseas entities without an office in India, appointing an Authorized Indian Representative (AIR) is mandatory.

No. Unlike ISI certification (Scheme-I), CRS (Scheme-II) does not mandate upfront physical factory inspection by BIS officers prior to granting the license. Grant is based solely on passing NABL laboratory testing and documentary evaluation.
A BIS lab test report remains valid for 90 days from the date of issue. The online Form-I application must be submitted on the portal before this window expires.
