What is BIS Scheme X Certification?

To enhance industrial safety and curtail substandard equipment imports, the Government of India through the Ministry of Heavy Industries and the Bureau of Indian Standards (BIS) introduced Scheme X under the BIS (Conformity Assessment) Regulations, 2018.

Scheme X establishes technical safety standards specifically tailored for heavy industrial machinery, low-voltage switchgear, electric motors, transformers, cranes, earthmoving equipment, and complex assemblies.

Unlike traditional Scheme-I, which targets standard mass-manufactured consumer goods, Scheme X accommodates custom-built machinery, modular sub-assemblies, and specialized engineering imports through dual regulatory avenues: continuous production licensing or batch-wise Certificates of Conformity.

Format A

BIS Licence (Continuous Production)

Issued to plants producing machinery on a regular, ongoing assembly line. Grants permission to imprint the official BIS Standard Mark on all finished machinery.

What is the difference between BIS Scheme I and Scheme X?
Scheme I is the conventional product certification scheme intended for standard mass-market items (steel, cement, cables, food). Scheme X was specifically framed under the Omnibus Technical Regulations (OTR) to address complex heavy machinery, switchgear assemblies, and custom industrial equipment, offering both continuous licences and batch Certificates of Conformity (CoC).
Can one-off project imports qualify for a Certificate of Conformity (CoC)?
Yes. If you are importing custom-built, project-specific machinery for an infrastructure or industrial project where continuous production marking is unnecessary, BIS Scheme X allows you to obtain a batch-wise Certificate of Conformity (CoC) covering specific serial numbers.
What happens if imported machinery arrives at Indian customs without Scheme X?
Indian Customs will refuse Out-of-Charge (OOC) clearance for products covered under mandatory Omnibus Technical Regulations without valid BIS Scheme X registration. Consignments will accumulate steep container demurrage charges and risk confiscation or re-export orders.
