Scheme-I Regulatory Framework

What is BIS ISI Mark Certification in India?

The Bureau of Indian Standards (BIS) is the statutory body empowered by the Bureau of Indian Standards Act 2016 under the Ministry of Consumer Affairs, Food and Public Distribution, Government of India. It administers conformity assessment schemes ensuring industrial products comply with rigorous safety, environmental, and quality standards.

Under BIS Scheme-I (Product Certification Scheme), manufacturers receive an official Certification Marks Licence (CML) granting the legal right to affix the iconic ISI Mark to certified products and packaging.

For domestic manufacturers in India, applications are processed via two specific administrative routes: Option 1 (Normal Procedure) and Option 2 (Simplified Fast-Track Procedure). Both options verify that the factory possesses complete in-house testing equipment, qualified quality personnel, and conforms to the specified Scheme of Testing and Inspection (STI).

Mandatory Quality Control Orders (QCO)

Over 650+ product categories—ranging from steel bars (IS 1786), cement, chemical polymers, electrical appliances, toys, and cables—are covered under mandatory QCOs. Producing, storing, or selling non-certified goods in India carries severe civil and criminal penalties under Section 29 of the BIS Act.

Application Pathways

Fresh Application Process: Option 1 vs. Option 2

BIS allows domestic plants to choose between two application routes depending on urgency and lab testing readiness:

Option 1

Normal Procedure (45–60 Days)

Application is submitted first without pre-testing. BIS officers visit the plant, draw samples during audit, and send them to an approved laboratory.

  • In-house lab set up in factory
  • Verification visit by BIS officer first
  • Samples drawn on-site & sent to lab
  • CML granted after passing test report
Best for: Products with complex long-term testing parameters
Option 2 (Recommended)

Simplified Procedure (30 Days)

Samples are pre-tested at a BIS-recognized NABL laboratory beforehand. Test report is submitted alongside the application on Manakonline.

  • Pre-testing completed prior to filing
  • License granted within 30 days of submission
  • Factory audit conducted post or during grant
  • Zero query delays & faster market launch
Best for: Fast-track commercial launches & tender bids

Standard Operational Steps

1

IS Standard Gap Audit: Verifying product parameters against relevant Indian Standards & QCO circulars.

2

In-House Testing Setup: Procuring required testing machines, standard gauges, and calibrating instruments.

3

Manakonline Submission: Online application filing with manufacturing flow, machinery list, and QC manuals.

4

Inspection Handholding: Accompanying BIS inspecting officers during on-site physical evaluation.

5

Grant of CML License: Receipt of 7-digit CML number, STI acceptance letter, and label marking permission.

Plant Laboratory Infrastructure

In-House Testing Facility Setup & STI Compliance

Unlike simple trade registrations, obtaining a BIS ISI Mark license requires a fully operational in-house testing laboratory situated inside the factory premises. BIS does not allow outsourcing of routine testing unless specific equipment exemptions are formally granted in the Product Manual.

Every Indian Standard is accompanied by a designated Scheme of Testing and Inspection (STI) that stipulates testing frequencies, sampling sizes, and acceptable quality levels (AQL).

01

Equipment Calibration

All measuring and testing instruments must have valid calibration certificates traceable to NABL or national standards bodies.

02

Qualified QC Personnel

The plant must employ at least one full-time qualified testing chemist/engineer holding a relevant degree (B.Sc, B.Tech).

03

STI Test Registers

Systematic maintenance of raw material inspection logs, daily routine test registers, and non-conforming batch disposal logs.

Got Questions?

Frequently Asked Questions: ISI Mark

What is the difference between Option 1 and Option 2 for ISI Mark?
Under Option 1 (Normal Procedure), the BIS officer visits the factory first, draws samples, and sends them to a lab; the license is granted after the test report is received (takes 45–60 days). Under Option 2 (Simplified Procedure), the manufacturer gets the sample pre-tested in a BIS-approved laboratory prior to applying; the license can be granted within 30 days.
Is it mandatory to have an in-house laboratory inside the factory?
Yes. As per the Scheme of Testing & Inspection (STI) of BIS Scheme-I, the manufacturing unit must possess complete in-house testing equipment required by the specific Indian Standard, calibrated regularly by NABL accredited calibration laboratories.
Can a trading company or brand owner apply for an ISI Mark licence?
No. A BIS licence is granted only to the physical manufacturing premises where the product is fabricated. Brand owners or traders can obtain certification only through their contract manufacturing factory by executing a Brand Owner agreement and trademark authorization.
How much does BIS ISI Mark certification cost in India?
Total expenditure includes: BIS application fee (Rs. 1,000), processing fee, audit fee (approx. Rs. 7,000/man-day), independent NABL lab test charges (varying by product), and annual minimum marking fee. Maanak Consultancy provides an upfront itemized written quotation with zero hidden charges.
